MBSF: Add Source IP and TSI to MBSTF configuration API

After 5G-MAG/Standards#172 and 5G-MAG/Standards#174, the source IP and TSI are now present in the UpTrafficFlowInfo data type from TSG111 onwards.

• The source IP address comes from MBS Application Provider and shall be passed to the MBSTF for all modes except PACKET_FORWARD_ONLY mode.
• The TSI shall be allocated by the MBSF to each configured OBJECT mode Distribution Session and stored with the Distribution Session configuration for its lifecycle.
  • (De)activate of Distribution Session does not cause a change in TSI.

Added code to push through SSM source IP address and TSI to the MBSTF. Need to test it.

Also fixed internal code issue with ActivePeriods implementation.

Having an issue with updates not applied correctly and distribution sessions transitioning to the wrong state.
