Rewrite OPC-UA as a split driver.

The OPC-UA driver should be rewritten using the edge driver libraries.

This is not as straightforward as the others as the internal OPCUA driver does not use the same interfaces as everything else. In particular it accesses the Sparkplug type information to make decisions about OPCUA type decoding. A split driver does not (currently) have access to this information.
