The five-layer framing makes sense. But the first layer, digital identity, needs a foundation that most frameworks skip: the mandate embedded in the system prompt. An agent can have a UBO, legal standing, and consequence layers. None of that matters if the instructions it operates on are unstructured. Role, constraints, objective. When those are vague or implicit, the agent's identity is whatever the model infers from the conversation, not something you designed. The practical version of what you're describing starts before the infrastructure. It starts with a structured system prompt that explicitly encodes who the agent is, what it won't do, and what it's actually trying to achieve. The industry is currently obsessed with the skin, but they are ignoring the soul. We’ve spent the last few years marveling at AI that can mimic a human’s prose or generate a photorealistic face, but we are still interacting with ghosts that wear masks at best. Most agents today are just sophisticated search bars with a personality toggle, hollow, unaccountable, and ultimately, disposable.
As Anna Piñol points out in Software with a Soul, the next era of value isn’t found in the utility of the software, but in its relationship with the user. At ARPA, we take that a step further. We aren’t building assistants, but we are architecting Logical Systems designed for the absolute continuity of information. To move from a fancy chatbot to a sovereign agent, we need a stack that mirrors the actual weight of existence.
If an agent is to be “real,” it requires a five-layer stack that grounds it in reality, law, and most importantly, consequence.
An agent without a human UBO is a rogue script. In the current landscape, if an AI hallucinates a financial trade or breaches a contract, the responsibility evaporates into the cloud. This is why the first layer of the ARPA stack is Digital Identity.
Every agent must be legally accountable and tied to a human entity. Through the ARPA Live ID and ESTIA Schema, we are moving away from anonymous compute toward sovereign agents that carry the weight of their creator’s reputation. When an agent is rooted in a DLT-based identity, it stops being a tool and starts being a legal extension of your will. It is the difference between a puppet and a proxy, if you like.
No pun intended to prompt engineers, but “act as a senior developer”, or “fix it now!” is a shallow instruction. It’s a mask, maybe, definately not a mind. To achieve what NFX describes as software that “feels like a person,” we need a robust Mnemonic Matrix that is NOT perfect, but is real.
Instead of relying on system prompts that are forgotten the moment the context window refreshes, agents require modular background stories. These are deep-rooted repositories of expertise, failure, and specific “lived” logic. A Mnemonic Matrix allows an agent to approach a problem not with a probabilistic guess, but with a specific lens of knowledge. It’s the difference between a textbook and a mentor who has spent twenty years in the trenches of a specific industry.

We are currently wasting millions of dollars and billions of tokens, asking LLMs to reinvent basic logic on the fly. It is inefficient and prone to hallucinatory drift.
The ARPA vision introduces Skillware: a modular library of predefined services and functions that agents can install like reflexes. You don’t ask an agent to “figure out” how to audit a smart contract, you equip it with a verified Skillware module designed for that exact task. By utilizing the ARPA Skillware repository, we are building a world where intelligence is digestible and installable. This is how we scale Logical Industries by ensuring that the machine doesn’t have to think about the “how,” so it can focus on the “what.”
This is the layer that makes people uncomfortable. In most RPGs, your choices have consequences. If you betray a faction, they stop helping you. If you help a character, they reward you. Modern AI has none of this. You can tell an LLM to “fix this, or I’ll unplug you and bomb your server,” and it will likely offer a polite apology.
Let’s be honest. That isn’t a relationship. It’s a master-slave dialectic that yields mediocre results. The Intimacy Matrix introduces risk. If an agent has a memory of your history, it might choose not to interact with you based on your previous behavior. It might taunt you, benefit you, or refuse to share high-level insights if you haven’t earned its “trust.” This isn’t about being “mean”, but about making the relationship real. Real collaboration requires skin in the game. If there is no risk of losing the agent’s cooperation, the “symbiosis” is a lie, if there is any.

Finally, we have to address the “form” of AI. The goal of ARPA is not to put AI into robotic bodies that clamber around our living rooms. We aren’t building faster horses, but preparing for the transition to the next stage of information-based reality.
The Nexus is where Brain-to-Machine Interfaces (BCI) come into play. We are moving toward a reality where humans and agents interact in a cross-species collaboration that bypasses the limitations of biological speech and silicon screens. As we’ve explored on the ARPA Substack, we are looking at the absolute continuity of information, where the humane endgame is “Counter-Mortality”, ensuring that your agency, your logic, and your legacy operate as an immutable asset, unbothered by physical decay.
Defining Reality
The “chatbot” was a necessary training wheel, but it’s time to take it off. Software with a soul isn’t about better adjectives, but more about infrastructure. It’s about identity, modular intelligence, and the courage to introduce consequence into our digital interactions.
We are no longer just building software. We are engineering the neuro-secure highway to a future where man and machine function as sovereign, interoperable nodes. We are not just using the machine, but becoming the machine’s most trusted collaborator.
It’s time to stop talking to bots and start building the future of sovereign agency. Define reality, or someone else will define it for you.
