Wake/Sleep Channels

Channels for wake/sleep should be listed in an enum so that special channels do not conflict with each other. Currently the tentative channel number is listed next to the description for each interrupt handler in
`altos-rust/port/cortex-m0/src/exceptions/mod.rs`
