Build the command-line interface for the scanner.

Tasks

• Create CLI project structure
• Implement command parsing
• Add scan command with options
• Add report command
• Implement progress display
• Add verbose/debug logging options
• Create help documentation
• Write CLI tests

Features

• scan - Run health checks
• report - Generate reports from previous scan
• --output - Specify output directory
• --format - Choose report format (PDF/HTML/CSV)
• --verbose - Detailed logging
