[BUG] mgmt monitor,Event Hub local authentication methods are not allowed

This method tests the CRUD (Create, Read, Update, Delete) operations for diagnostic settings in Azure Monitor.
It ensures a VM exists, cleans existing diagnostic settings, creates new ones with storage and event hub sinks,
validates the settings, updates them, retrieves and compares values, then deletes the settings and verifies deletion.
Event Hub namespace with specific rules, but is disabled due to internal policy restrictions on local authentication methods.
