District not modifieable

Can not change the district in a activity entry, p.e. Kulturspaziergang Laassmgpoic53a60c86aa049d4effd e4064e75070e had the wrong disctrict. Modification was able only in the old allsmgpoiList

In the location Tab this should be possible: Was tested and districts can be assigned
