Acceptance Criteria:

• Featured projects are displayed with images, title and a brief description.
• Each project has a "view project" button for more details, directing users to the project detail page
• "Propose A Project" CTA redirect to Tally form (link coming up soon).

No - Not a good UX practice IMO, a whole card CTA is useful as it is a large tap area but other than that it introduces a lot of other accessibility issues.
