Shared Sharepoint Documents not accessible

Describe the bug

Some State agencies attempt to share documents through platforms like Sharepoint, with the documents only being accessible to the user requesting the data (validating it's them via. an email address). This is a problem for users using UIPA.org, as the email address the government agencies receive is not the user's personal email address (What they signed up to the UIPA.org platform with). Meaning that when they try and click the links and type in their personal email address, the shared documents are not accessible (since the agencies share the documents with the @uipa.org email address.

Isn't this out of scope for UIPA.org?

In this case, the delivery mechanism was selected by the agency. Wouldn't it be more appropriate for the OIP (Office of Information Practices) to assist by letting the agencies know that they shouldn't be using Sharepoint to share documents with the public? Maybe OIP can get ETS to help educate the agencies.
