Page loads seem to be slower with rc.8

What happened?

This is noticeably slow when going to the dashboard, but I'm seeing other pages (ie containers, Watchers, Agents) taking longer. For the container view I currently have "Kind: Has Update", and "Hidden: Pinned" selected.

Tracked one rc.8 slowdown contributor to /api/containers.

rc.8 kept more update-operation history, and the list path was re-scanning active operations once per container. That made pages that depend on container lists or counts slower than expected.

Fix was to preload active operations once per response and attach from an in-memory map instead of doing per-container lookups. In a synthetic profile, that path dropped from ~5.6-24.5ms to ~0.02-0.04ms, and the list-path regression is covered by a test now.
