Admin User View

As a CBO admin, I should be able to see all of my organization's users in Connie so I can understand who is billed.

Acceptance Criteria

• There is a page that shows a list of all Connie users for a CBO linked to an Okta identity provider
• The page displays users that have at least been invited to use Connie and have started onboarding
• The page is only accessible to Connie admin users
