Test Artemis against S03 with latest Eiger Sim

We have a more up to date Eiger simulation now. We should use it to test Artemis.

Acceptance Criteria

• New Eiger sim is used in s03 (old one removed)
• The Artemis system tests pass against the new Eiger
• New system tests are added to take advantage of any new capability of the new sim
• A list of requirements is created for any features that the sim doesn't have that we would need for full system tests

@DominicOram Yes, WIP here: DiamondLightSource/tickit-devices#54, also requires DiamondLightSource/tickit#137, which is now a big enough change that I will probably split it into two PRs.
