Get photo archiving working

I have code that works (set up for F3 St. Charles), but I'd like to generalize it and make it so Google credentials could be stored somewhere. I think this will require each region to go through the Google dev console to enable the Photos / Drive APIs, so there's a fair amount of documentation / instructions that will be required.
