create VIP device_id prevents Horizon Floating IP association

Description

The create_vip method in f5.oslbaasv1driver.drivers.plugin_driver.py sets the device for the VIP port to network::f5lbaas. Prefixing the VIP port with network:* prevents the horizon GUI from listing VIP ports in the target list for Floating IPs.
