No rule to make targe

Hi, I am trying to install fluidity and I encounter this error:

make: *** No rule to make target getlinklibs'. Stop. make: *** No rule to make target getincludedirs'. Stop.
configure: error: Unknown petsc major version

I have installed petsc already. Any help?

Did you set PETSC_DIR (and PETSC_ARCH if you are using an "in-place" installation (see https://petsc.org/release/install/install/#doc-config-install)) ?
