The apiserver component should be lifted to outline.js rather than in this.url

Making this change allows more flexibility to test different domains. The current behavior requires the custom domain to end in `/apiserver`. Currently this isn't a problem but in the future we might also want to test enforcement that a custom URL matches a pattern and other security checks
