Pre-existing eCLM static file generation resources

Twin issue for atmospheric forcing generation: HPSCTerrSys/eCLM_atm-forcing-generator#11

This issue should serve two purposes:

1. Discussing how pre-existing resources for static file generation can be incorporated/assimilated/linked. Goal: All resources concerning eCLM static file generation can be found through this repo.
2. Listing these resources (could become part of the documentation at some point).
