Implement alternative rawdata to standard NCAR rawdata

Currently: rawdata used from UCAR. Afterwards replacement scripts are called (currently in branch dev_replace_tsmp).

Goal: During the process of loading rawdata, it would be nice to have the option to specify alternative sources. Example: A land user / land cover dataset different from the standard provided by UCAR.

What would this "own rawdata" entail and where would it sit?

Sorry @mvhulten , this was written very fast after a meeting for a reminder. I have now tried to be more specific. Can be discussed in upcoming meetings.
