link from eCLM documentation broken

Trying to find the eCLM_static-file-generator from google, the most straightforward is through the eCLM documentation https://hpscterrsys.github.io/eCLM/INDEX.html

It is nice there is a direct link from there on the lower left navigation pane, however the link is broken (pointing to https://github.com/HPSCTerrSys/eCLM_static-file-generator/blob/main/README.md, and getting 404 not found error)

This will take effect after HPSCTerrSys/eCLM#79 is merged.

A separate issue: The online static file docs appears to be empty? I was expecting automatically rendered content from docs/users_guide. @jjokella you might need additional patches to fix the online docs..
