refactor(ui): redesign languages page as full-page current language layout

Replace small language cards with a prominent current language section
(stats + actions) and a compact all-languages table below. Remove the
Quick Setup Wizard button and modal. All stats are now interpage links
(Texts, Terms, Feeds navigate to their pages). Use border-left highlight
instead of is-selected for dark theme compatibility.
