GLOWS: Add lat/long variables to pixels in L3e Hi/Lo files (Phase D deferred)

Summary

Label latitude/longitude of pixels around the scan circle for the GLOWS L3e products produced for Hi 45, Hi 90, and Lo.

Requirements

Generally follow the pattern of #32.

TBD: do we calculate lat/lon from scratch or use the pointing sets as inputs? We may need the pointing sets to know the pivot platform angle for Lo.

Currently we're pulling the Lo pivot angle platform from an elongation file that doesn't exist on the SDC, so we may need to pick up a dependency on Lo L1c anyhow.
