GLOWS: update source of Lo pivot platform angle for L3e (Phase D deferred) #56

Summary
The GLOWS L3e code for making the Lo SP assumes the existence of a elongation-data file with the pivot platform angle. This file isn't being made on the production SDC, so we need to either ensure it is made or use another source for the pivot platform angle on a given repointing. The l1c pointing set has metadata for pivot_angle but it's not actually included as a variable in the current PSETs.
Another option would be a proposed mission-wide s/c status CDF (including position, velocity, etc.)
