IDEX l1a duplicate packets

Idex is having an issue with duplicate packets. We need to skip these using these three packet variables

IDX__TXHDRFSWAIDCOPY, IDX__SCI0TYPE, and IDX__SCI0EVTNUM

Those should be unique identifiers within the packets.
