Lo L1C GoodTimes Processing

Add automatic GoodTimes detection for Lo, based on Histogram Rates and the pivot platform module angle. Algorithm has been implemented by the Lo Instrument Team in the attached python code, which needs to be converted to SDC format and to produce a GoodTimes CDF for a given pointing that also contains the appropriate H and O background rates for that pointing.

hist_auto_gt.py

The new GoodTimes CDF then needs to be used instead of ancillary CSVs for good-times and background rates.
