Dependency Updates

As someone supporting IBEX I want to make sure the dependencies are up to date, as per https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Dependency-updates.

Acceptance Criteria

• Dependency upgrade steps have been undertaken
• Dependencies are listed in the upcoming release notes
• Rough test of IBEX undertaken to verify basic function of the system

Largest change this time is moving client from JDK 21 -> 25 (LTS). In order to move eclipse framework forward, needed to leave GEF at 2024-12 while bringing framework forwards. This is fragile and not a good long-term idea, but seems to work.

Python has been left at 3.13 as not all libraries we depend on have 3.14 releases yet.

Otherwise, this is a collection of relatively inconsequential minor/patch version bumps.

To review

• Manually install new JDK version by copying it over c:\instrument\apps\jdk
• Build the GUI under Java 25 both under eclipse and maven.
  • You will need to update your local eclipse IDE to 2026-03 to do this.
  • You may need to explicitly select JDK 25 (installed above) as the JDK that eclipse uses.
• Install new genie[plot] into your existing Uktena environment and verify that matplotlib plotting works in the GUI.
• Install new MySQL version locally using developer_update.bat in ibex_utils
• Test ansible installation of new JDK version against one of the NDXTEST machines
• Pull and rebuild IOCLogServer
• Run an updated IBEX server and client and perform relevant smoke-tests
