[BUG] Installing DEV Store Plugin, Sometimes Install GH Release Plugin

Prerequisites

Please check the following before continuing:

• [Yes me did that] I have searched for existing issues, including closed issues to ensure this is not a duplicate.
• [Indeed] This is a issue for the Luna Client and not a Plugin
• [Uh huh] I am running the latest Luna Client version (See latest release)

Environment

• OS: Linux (CachyOS)
• Client Version: 1.9.13

Description

You go and serve a DEV Store and go install said DEV Stores plugins. But sometimes and i don't know how it's specifically triggered, It decides for some reason only known to the troll that lives under my garden.. You get the GitHub Production Plugin installed not the DEV one

You then have to uninstall it then reinstall the DEV one and Repeat about 6ish times before it finally works

Steps to Reproduce

Steps to reproduce the behavior:

1. (Do all the black magic serving of things)
   Then go to: Luna Settings -> Plugin Store -> Install a DEV Store Plugin'
2. Now go to ''The spooky plugin page"
3. See that some how despite all the stars aligning, it has installed not the DEV one..

Expected Behavior

You get de DEV one in de Plugin pagey

Actual Behavior

You get de GitHub Latest Release one on de pagey
