TileDB Fails to compile on GCC-13/Ubuntu 24.04

Describe the bug

The TileDB dependency will not compile using GCC-13, thus breaking the VDMS build.

To Reproduce

Follow the current instructions for VDMS dependency builds.

Expected behavior

Compilations should run to completion.

Additional context
TileDB is aware of the issue and created a fix, TileDB-Inc/TileDB#4100

However, while updating to the latest version allows the dependency to compile, it is not compatible with VDMS as is.

TileDB 2.16 is the oldest version that has the fix we need rolled in, however it removes some deprecated macros that were made use of in the TDB descriptor set integration (TILEDB_COORDS).

For what its worth, it looks like they were deprecated for a while and they're finally moving forward on yanking them out everywhere they can.

@s-gobriel do you have any insight here? How difficult would it be to update the descriptor set stuff its touching?

As a temporary workaround on later systems you can install gcc and g++ 11 and you need to update the bootstrap script to be hard-coded to go to the older compilers

e.g.

    CC=gcc-11
fi

if [[ x"${CXX}" = x"" ]]; then
    CXX=g++-11
fi

c_compiler=`which gcc-11`
cxx_compiler=`which g++-11`
cmake=`which cmake`

as well as setting environment variables for CC and CXX to the relevant compiler paths
