Datetime format inconsistent between messages and shown when hovering over a e

Describe the bug
When I go to a chat, and my browsers locale is set to 12 hour AM PM time (something I still have not managed to get to change without also changing the browsers language unfortunately). The timestamps in chat are showing as AM PM datetime format, but on hover it shows as 24 hour time

To Reproduce
Steps to reproduce the behavior:

1. Go to any chat with browsers locale set to EN_US
2. Observe how time displayed above message is AM/PM format
3. Hover over same message
4. Observe the time in 24 hour format

Expected behavior
The same time format in both cases

this is intended, the hover event is meant to give you a much more precise sense of time

Uhh, you sure? I understand that it adds the date and stuff, but surely one shouldnt show "6:00 pm" while the other shows "18:00"
