Comments for all/more lists

It would be nice to be able to use comments as in the list of start urls in other lists such as the html-tag  list, or raw parser content-type list.

Comment Syntax:
```# Comment```

It is not clear weather comments for blacklist/whitelist are useful, as a blacklist regex such as `#id=...` is not far fetched.
