Creates draft PRs even when max_parallel_checks is set to 1

In response to this, I created a new issue #5139 (comment)

you can see here https://github.com/box/box-ui-elements/blob/3d4e00fddbcfc011f6a4e48971724b4034eac748/.mergify.yml#L2 that we have max_parallel_checks: 1 and it still created the draft PRs for some reason as you can see in this PR box/box-ui-elements#4285

EDIT: closed thinking we put the wrong name because in the comment it says parallel_checks but reopened because the official documentation says max_parallel_checks https://docs.mergify.com/merge-queue/parallel-checks/

Sorry for the typo.

I checked your configuration, you actually configured (maybe by mistake) what we call a two-step CI, which now enforces the creation of this temporary PRs.

You can probably avoid that by changing your configuration:
and having queue_conditions == merge_conditions. AFAICT that should not be an issue reading your configuration, just drop the merge_conditions config altogether in your configuration.
