Remove mentions of private questions

Remove mentions of private/personal questions from the question guidelines, and any other places.

The FAQ can/should still mention them, to say they are discontinued but existing ones can still be accesses using the "Personal" filter of "My Questions and Posts".

Summary

Removed all mentions of private questions from the question-writing guidelines (front_end/src/app/(main)/question-writing/page.tsx):

1. Notability rule — removed the suggestion to "make a private question and share it with friends"
2. Non-public figures rule — changed from "Public questions should not concern..." (implying private ones could) to simply "Questions should not concern the personal lives of non-public figures"
3. Rules applicability paragraph — removed the entire paragraph about rules applying "equally to private questions as they do to public ones"

The FAQ pages (English, Spanish, Portuguese) were left unchanged as they already correctly state that private questions are deprecated and direct users to the "Personal" filter to find existing ones.
