Withdraw all should withdraw from any question one has participated in, instead of throwing an error

I tried to withdraw here and got the error

User 126626 has no forecast at 2026-05-10 16:31:10.571840+00:00 to withdraw for question 39141

Because I hadn't forecasted on one of the resolved questions.

This shouldn't happen. I should just be withdrawn from any question I have a forecast on.
