[enhancement] : install packages without docs to reduce size and avoid things which are not needed

Currently, we install packages but don't enable nodocs flag. This results in a bunch of docs copied to image layers and then released with images. It increases image size, includes unnecessary stuff which can get flagged by CI scanners and we should try to reduce it.

Similar small change was done in #772

We should look at our install steps and try to improve as much as we can.
