fl_stream_fetch() (future)

## Description
Future: Stream network fetch from various sources (fwapg, NHD, NHN, HydroSHEDS, etc.). bcfishpass integration would live here as one adapter that returns streams pre-filtered by species accessibility.

Not implemented in initial release. Bring-your-own streams for now.
