refactor `fpr_table_cv_detailed_print` for speed and to deal wtih space between comments and photo

Rendering the outputs of this function in our bookdown reports is extremely slow when there are a large number of sites in the Phase 1/reassessment appendix. Didn't think it was always that way.

For Fraser 2023/2024 report - the appendix takes 4.5 minutes to render while the rest of the report takes 30 seconds. Could be just because its large or could be yet another kableExtra issue adding to the weight of argument to move away from this package if testing indicates it is indeed the culprit.

there is a need to fix the same spacing issue as per #115

lfpr_table_cv_summary_memo here https://github.com/NewGraphEnvironment/fish_passage_fraser_2023_reporting/blob/f27bcfc698771c6746c0659ee172040d0193aa47/scripts/functions.R#L28 is working but can be transferred to fpr::fpr_table_cv_summary_memo using the same syntax used for https://github.com/NewGraphEnvironment/fpr/blob/main/R/fpr_table_cv_summary_memo.R if possible

ie. i believe the difference in modification involves using the kable arguments vs arbitrary number of <br><br> to provide the spacing required.
