Develop tests for `fpr_import_pscis` to ensure backwards compatability

We need to develop tests for fpr_import_pscis to ensure that when we change our import functions we don't break our imports somehow.
This is critical as changes to import functions and helpers can break all old reports if something goes sideways. Related to issue #78 and issue #79
