It seems that the reason for offline flag is that the synchronization of the community tools and databases was not triggered on the production server #179.

And to address the name search, we are adding the author fields to all the papers that are being retrieved for the community database. For the BIDS community about 1700 papers are being retrieved #180

But in short, each community can define papers (through DOIs) and keywords which will be used to track citations related to the community using open platforms (open Alex, semantic scholar and pubmed).
