update CONTRIBUTING.rst in 2.6 and master/2.7-to-be

#844 noted that CONTRIBUTING.rst does not mention gerrit at all

Also, the "master branch" version speaks about "uncrustify", which is no longer valid.

So we must update this, ideally before 2.7.0 release

So here we are, 2.7.0 release pending, CONTRIBUTING.rst still not updated... so what to do about it?

@cron2 I think it make sense adding gerrit only when we have ability to login for new users. I haven't switched to authentication with GitHub yet.

CONTRIBUTING: Update outdated/obsolete information

- uncrustify -> clang-format
- add Gerrit
- update Wiki links

... it just did not link to this issue (I guess because we stumbled across this twice).

So the issue can be closed, as the information we ship with the 2.7.0 release is reasonably accurate now.

We should see that the gerrit account is not forgotten... ;-)
