Github Actions run twice on PR commits

Issue Description

When a commit is made on a branch that has an open PR all Actions run twice, once for the push and once for the PR trigger. That wastes time and build minutes.

Steps to Reproduce

Open a PR from a branch and then make another commit to that branch.
