Verify event detection in production rainfall data

As part of the Green Inlet Monitoring project, verification on the states of rain event data across different databases is taking place. This presents an opportunity to verify whether the event detection criteria (6 hour interevent time, 0.1" depth threshold) are being properly applied to the time series.
