Why do some GitHub Actions have badge and some only a link?

This is something I've often meant to look into, but have never got around to.

It seems to be because some authors haven't used the same set of actions for all of their CPAN repos (which is completely reasonable, I guess). For example, if you look at the top two rows on Toby's table and click the GH Actions link:

• Acme-ConspiracyTheory-Random includes the correct workflow definition - but the workflow hasn't been run
• Acme-Constructor-Pythonic doesn't define the workflow at all

The problem is that the set of workflow names is defined at the author level, not the distribution level. That needs to be fixed. But the site is so little-used that it's hard to justify spending the time on it.
