Summary
Implement Connecticut's Child Care Assistance Program (CCAP), also known as Care 4 Kids (C4K), which provides child care subsidies to eligible families.
Background
Connecticut administers its CCDF-funded child care assistance program through the Care 4 Kids (C4K) program, operated by the Office of Early Childhood (OEC). The program helps low-income families pay for child care while they work, attend school, or participate in job training.
Key Components to Implement
- Eligibility determination (income, activity, age, residency)
- Income thresholds (initial eligibility and ongoing eligibility based on SMI)
- Family copayment calculation
- Provider payment rates by age group, care type, and region
- Integration with federal CCDF infrastructure (PR Add federal CCDF infrastructure for scaling CCAP to all states #7765 — asset and immigration eligibility)
