Resource packs does not work

I put a resource pack (.mcpack) to the folder and added it to the config.
When player join the game, it detected the resourcepack, but says it is 6807669760GB...
And when I ignore this and click on download, it stuck on 0%.

Nothing wrong with the network, since the server is running under my router, same as the PC.
