Python decorated function docstring placement

When creating docstrings for decorated python functions or classes, the docstrings sometimes are inserted on the wrong line.
Example:

@dataclass()  
"""WRONG: docstring sometimes inserted here"""  
class Foo:   
    """RIGHT: correct docstring position"""
