[BUG] Enable scrolling in welcome custom API options

Scrolling is disabled in WelcomeViewProvider.tsx

It happens to new users when they first configure the third-party api and want to configure more features.

Reproduction steps

1 ) Under About Roo Code in cog setting icon, click Reset.
2 ) Click or use without an account.
3 ) Choose 3rd-party Provider and select OpenAI Compatible for API Provider.

Expected result

the overflow content should enable scrolling

Actual result

it does not enbale scrolling when content overflow happens

I've analyzed this issue and here's my proposed implementation plan:

Root Cause

In webview-ui/src/components/welcome/WelcomeViewProvider.tsx (line 380), the API options container uses overflow-clip with max-h-[600px] for the expand/collapse animation when switching to the "3rd-party Provider" option:

The overflow-clip class clips content beyond the 600px max-height with no scrolling. When a provider like "OpenAI Compatible" renders more fields than fit in 600px, the extra content is simply cut off and unreachable.

Proposed Fix

Change max-h-[600px] to a much larger value like max-h-[9999px]. This preserves the expand/collapse transition animation (which relies on max-height going from 0 to a set value) while effectively removing the height constraint. The parent TabContent component already has overflow-auto, so scrolling is handled there when content exceeds the viewport.

The single line change in WelcomeViewProvider.tsx (line 380) would be:

This is a minimal, low-risk fix that solves the scrolling issue for all provider configurations.

@roomote I dont think this plan is UI-friendly. How about changing overflow-clip to overflow-y-auto
