Build Process Rework

In the planned Build Process Rework the version of the r4m-maven-extension will be upgraded to 1.1.1.

This maven extension upgrade will path the way for maven workflow plugins, in this change all custom configurations currently stored in the pem.xml file will be unified in the maven plugins:
maven-java-workflow and
maven-pipeline-workflow.

With this change, we at RunedUniverse hope to further simplify our processes and cicd-pipelines.

Another change that is coming with this RC is that the configured unit test versions which were previously in the utils-parent-pom were now moved to the dependencyManagement profile, which is always active.
This change was added as we got reports that our bom artifact actively causes issues downstream as is also inherits these version definitions which were never intended to be provided via the bom-artifact.
