Establish connection to UCLH OnBase DB

Description

Once we have the OnBase licence, we need to establish a connection to the UCLH OnBase DB. We should implement some Python code to do this.

Definition of Done / Acceptance Criteria

• Write Python code to connect to OnBase DB
• Write associated tests (ideally which work on a GAE)

OnBase access delayed until at least 12th May 2025, pending delivery from Hyland and UCLH UAT. Current timeline from Garry:

• 18th April – anticipated delivery
• 22nd April – UCLH given access (because of Easter)
• 12th May – pyonb team access after UCLH configuration, testing, UAT etc.
