[Feature]: Add Access-Control header configuration support

Describe the feature you would like to see implemented:
Configuration file needs to have settings for Access-Control, especially CORS.

How will this feature improve NodeHookR or how it is used?
Not all web hooks should be available to outside resources

What is your proposed solution?
Add "access-control" section to the config file with the settings for Origin, Request Method, Allow Methods, and Allow Headers.
