`diff` command to return mapping between two versions of an API

Is your feature request related to a problem?

The migrate command does two things at once:

1. Map elements from v1 of an API to elements from v2 of the API
2. Migrate annotations.

It would be nice to be able to do step 1 separately.

Desired solution

A new diff command that only runs this step.
