handle gracefully when we don't get a response from Open Fisca #325
As a user of the app, when i view an applicant, and Open Fisca doesn't reply (usually due to misconfiguration) I want to see a message telling me about this, instead of the current behaviour of no info/clues, so i can work out i should stop trying and instead get the app fixed.
